I think underlying you comments is the fear of some kind of conspiracy to commit racially motivated murders. A chilling prospect.

But even this is already illegal. And if such a conspiracy exists, the police have plenty of legal tools to snuff it out. If the will is absent, well this is a different problem. Larding on laws is no way to address that.
