Yup, it is basically the "commission". I once was assigned to argue how interest rates could go negative. I came up with some pretty strange circumstances which I really could never believe would pan out, but my opponent was short a few cards of a full deck and I won. -g- I wonder if we could see 'em?

And this arguement was not based on nominal v real rates. The real rates may actually be negative in Nipon now, I don't know their inflation.
