From your 10K, Intel recognizes revenues when the product is shipped to the end consumer, not the box manufacturer. Thus, there would be little incentive for Intel's sales force to try to book orders from vendors that weren't supported by vendor sales.

This rumor seems highly suspicious, and likely didn't originate at Intel.
