Remember both the CHIR and AMGN buy-backs are to replenish shares issued under their stock option and employee stock purchase programs. So its real effect is smaller than it looks, as there are partially offsetting cash inflows (and stock outflows) from both these programs (particularly true for CHIR whose stock price hasn't appreciated as much).

So I wouldn't read too much into either of these announcements.
