You have said that you want people to conform to your view by making certain behaviors illegal. That means your intent is to engage YOUR happiness by denying others of their right to theirs.

I don't see how, in a culture that is based on individuals rights, that the "culture"'s health is of any concern. I don't say they there isn't an effect, per se (I'm not sure I'd say it's necessarily good or bad...I think it is indifferent).
At any rate, since culture depends on individuals for its development and advancement, it is unfair to say that a certain "direction" for a culture is preferable. Since it is defined by individuals, whatever individuals do defines the course...for better or worse. Making things illegal won't alter that course...it'll only make the change more wrenching when it comes.
