I don't know where you get 23M shares from?

From the press release:

The net loss for the fourth quarter of 1998 was $5.8-million, or 18 cents per share, compared with a net loss of $3.1-million, or 22 cents per share, in the comparable period of 1997 and a net loss of $4.8-million, or 22 cents per share, in the third quarter of 1998.<<<

So, if they lost $.18 per share on $5.8M loss, that makes 32M shares. To me, I would read that to mean that there are still alot of outstanding warrants that have not been converted. If this is true, the real float on BII is probably less than 20M shares meaning that when it hits the NASDAQ, the float will not be an issue, this stock will fly.
