Certs is an abbreviated name for stock certificates. By calling in the stock in certificate form it lessens the amount of stock held in customer accounts that brokerage lend out to people who short the stock. If there is a small float like in STGI, it can result in a short squeeze as the people who are shorting have to replace the stock.
