Not a Hobbesian sovereign, but democratic discussion and the interplay of interests. By the way, if it were not for the government, there would probably be no Internet, and certainly the present one exists only due to government research.
One doesn't have to think ill of the citizenry, or even particularly well of government, to think that there should be mechanisms to represent community interests, and to adjudicate competing interests. That is why I have fixated on zoning. It is meant to take into account potentially deleterious third- party effects before harm has been done, or to provide efficient remedies in the event of an offense. Yet it proceeds through hearings, petitions, and the like, so that all interests have the chance to be represented.
