I'm not aware of such a URL. Rather, what I do is get a quote (not streamer), and next to the stock there will be a NS for not shortable or NM for nonmarginable (this too is a hoot - used to be that anything below $5 would be NM - now not only many nets are NM, but some other stocks as well!).
