of this law enforcement model could theoretically begin in
late 2000 or early 2001. If testing is not completely
successful, it could add more time and steps to the design
and testing process. A consumer model would probably
take 2 to 3 years beyond the law enforcement model to
develop.

PS: obviously the technology is still in developement...but the puch towards biometrics should speed the process..
