I visited the well again yesterday. Since the last time I was there, they have done some clean-up work on the small settling pond that was an issue with the EPA. They have put a concrete pad around the holding tanks. The containment walls still need to be poured.
I talked to Olin Glover Monday. He told me that when they did the pressure tests, the DWQ didn't feel that the bottom hole pressure was sufficient. There are 3 idle wells on adjacent properties that the feel need to be plugged. Envirotec has permission from the well owners to plug the wells. They have approval from the DWQ on plugging two of the wells. The other well was owned by Penzoil and was plugged approx 8 years ago. The DWQ is thinking that Envirotec should drill out the plug in that well and re-plug it. Nobody know what basis they are using to make this determination. People I talked to from the area that know the well business laughed when I told them what the DEQ wanted. I talked with Robert Petit Wednesday. He told me that he thought he had enough of a case to get the DWQ to change their minds about drilling out the plug. Plugging the wells will cost approx.$250,000. Robert is working on the financing for this now. He thinks they can have the work done and have the well in operation by mid May.
