Here is someone over on Yahoo's take on the 13D. Seems to make sense:

A connection I have in New York told me that as of this morning the last
of the stock being sold by Merrill was out. (that 20K block trade was
the last of it) I expected a quick move up, because there was virtually
no resistance up to about 9 1/4, and was surprised it didn't happen.
Today a new 13D was filed detailing that Commco, one of the original
sellers of spectrum to ARTT back in 1996, had reduced their stake in
ARTT from over 10% to about 5.8% from the end of January to today. This
was the seller Merrill was representing. Now that that overhang is gone,
it is clear sailing. Even without a deal, the stock could move up --
technically it has been great. Moving up in the face of a seller like
this is unbelievable.
Now, my supposition is that the deal has been held in part because of
this transaction. Merrill places a couple big blocks with institutional
clients, and now the deal can go. This is so close I can almost hear the
corks being popped.
Deals are almost never announced on Fridays. I predict good volume
tomorrow, with heavy speculative options activity, and the deal comes
out Monday.
