It could be interpreted at times as a sign of strength and sometimes it is. On the other hand the TICK represents all issues on the NYSE so the big boys could be selling some issues and buying others to support the indexes. In other words strong selling in the smaller issues and keep the INDEX COMPONENTs up or not down as much.
