Geographically, USWest is the largest of the original Baby Bells covering 12 states from Washington to Minnesota and from Montana to New Mexico (It comprises the former Pacific NW Bell, Mountain Bell, and Northwestern Bell). But all the original BBs were set up to have roughly equal population, so USWest is half the size of Bell Atlantic and SBC, both of which are combinations of two original Baby Bells. (And both of which have mergers pending which will increase their size even more.)

USWest also covers many areas where distance-sensitive DSL just won't work very well.

Another factor: In at least two of the states where USWest now provides DSL, their lines are already open to other ISPs, but AOL has not taken advantage of that. Why not? I don't know, but it poses a question about AOL's ability to take advantage of broadband.
