The 90,000 total you saw is very misleading - typical Bulletin Board stuff. In reality, only 30,000 shares truly traded.

Here is the true picture:
at 10.48 a.m. 30,000 traded at .28 - This was a sale to a market maker.
at 10.53 a.m. this market maker flipped the same stock to another market maker, who
at 10.54 a.m. reported the purchase of the same stock.

Thus anytime one sees volume on a Bulletin Board stock, you can safely
assume that the volume had been doubled by both firms reporting the same transaction, and sometimes tripled (as you can see in this instance).
