There was another fact I found very encouraging. When they announced the cuts they did not include Norway, even though Norway HAS pledged to cut, because the Norweigan parliment will not approve a specific amount until Monday.

This indicates OPEC is very sensitive to their screw ups last year, and is being conservative on their statements.

My money says they don't cheat either, at least for a few months!
