" Is there not a way to complain about such (potential) bureaucratic incompetence? " I am sure the SEC, being a division of the US gov, has a complaint department. Posters might try PMing John Stark who posted today on the thread for the SEC to see what information he might be willing to give. We have not heard the SEC's side of the story. I have heard that with very small companies, if they have any questions, they may halt first and then investigate to keep insiders from fleeing or selling shares. Perhaps this concern is why they did things the way they did.
