He wasn't. Maritz is the only one from the product teams that was ever part of BOOP. Silverberg and Higgins were under Maritz.

I disagree. Ballmer is more than just a sales guy. Before Maples he was the head of the product groups, and before that head of finance. He's always been powerful and from everything I've heard has few enemies within the company.
