The improvement from F to B for DOE was on a report card issued by the House Subcommittee on Government Management, Information and Technology. This is a Republican controlled committee that has no interest whatever in making the Clinton administration look good.

You'll be pleased to know that 3 agencies are still getting F's:
State, DOT and AID.
