You know, thinking about this now in light of your and Mark's comments, I am not sure if my argument about ARTT is correct (apologies for my previous perfunctory and possibly errant response to Mark's query).

I somehow got the idea and ASSumed that the RBOC payments were for ANY CLEC that offered internet access, and that these payments were access medium independent. On reflection, this doesn't seem reasonable (not that every FCC ruling has been hailed as reasonable) or likely.

So I need to withdraw my observation (unless/until supportable) that ARTT receives ANY, let alone *much*, of it's revenues from RBOC internet access payments, or that this ruling will have ANY effect on either ARTT or SPDE.

My apologies here for speaking definitely without being more certain.

(btw, both Williams and Nextlink cancelled from Merrill's Conf - techstocks.com - and fwiw, I get the impression that Merrill is warming to initiating on WCII. I also get a feeling about NXLK and GSTX... whatever, more convergences will be happening this year.)
