I think your question is whether it should fall under the jurisdiction of the executive or legislative branch.

In an earlier post, you commented "Wish we could depend more on principles and laws and less on particular men." There is certainly a great deal of merit in that wish. But then I look at the Fed and Alan Greenspan. Would we have enjoyed this era of prosperity and economic growth were it not for the will and steerage of one man over that bureaucracy? Likely not, IMO. So, I guess the particular men thing works for me........... as long as I benefit, that is. <g>
