Oliver, Yes, there is to be a gateway in Auckland - somewhere northerly [according to a source a couple of years ago]. Not a high priority of course, but definitely in the plans. Rightly so too!

There are a LOT of yachts in the harbour and many of those would belong to 'self-employed' type people or corporate people who would not be too worried about some personal use of a cellphone if it is them doing the calling. Especially as they'd point out it wouldn't really be personal use. When on the boat beyond Gt Barrier on the weekend, plenty of people need to be in touch with their business.

When organizing a business golf tournament at Maramarua, one would want communications to remain functional [not everyone would, but some would].

I think the markets are not going to be bulk socioeconomic categories but more fractalized - generally business, but with a wide and individualized need deciding which people would buy.
