Politicians do not want to do anything to hurt their rating during their term. Government action will cost millions of their constituants to protest and so it goes unsolved (same thing with Soc. Security). Leave the problems to the next generation/group of politicians. Good economy (Stock market rise has some thing to do with it) I think is what has kept the Presidents ratings up. John
