This is, IMO, one of those rare areas where additional regulation may be a positive. All companies, public or private, have books. None would survive long without them. An income statement and balance sheet can be provided by any company on the BB. The general credibility of the statements could be determined by the marketplace based on various factors like who (if anyone) audited them (as well as what their contents are).

Those companies that spend the money to get a Big 6 firm to sign off would have added value, since DD would be more reliable. On the other side of the coin, companies which have fraudulent or even very poor records might be easier to spot. Regardless, anyone researching BB companies would have improved standards to refer to.

In short, honest disclosure is the cheapest and easiest way for any company to get their full story out.
