I tried start /NORMAL and nice and they didn't work.

Might there be something different about qp processes? Both nice and start /<whatever> did The Right Thing on NT when I tried them with a different program (then looking at the task manager to see what priority they actually were.) I don't have QP installed on my NT box so I couldn't verify with them.
