This site has a link to the OTCBB Eligibility Determination Schedule Updated 2/22/99. I cut out the heading and the line that pertains to PCBM. I'm not an expert, but I believe that since the OTC is phasing in companies to become reporting, that PCBM will not be required to become reporting until March 2000.

Am I reading this right?

So if they are reporting by June, 1999, they will be ahead of the mandatory schedule by about 9 months.
