Greg,
It is not uncommon to get financing on the prospect of a given property, in this particular case, I see only two possibilities that make sense to me:
1. The company is getting greedy because they think they have found the mother of all deposits.
2. pp is not going ahead because the placees think this is a bust.

In case 1, company is taking a risk for a nasty legal mess. I really do not see any VSE regulation that would prevent SOE for closing a pp on what is known so far, that I do not buy.
