I have only 2800 or so stocks activated. they are mostly IBD type, though i do put some DOW stocks in and a few others. I use:

[Percent Change Last 5 Days] >5 AND v> [Volume Moving Average 3 Month] AND
[Closing Price Today]>.85* [Highest Closing Price Last Year] AND C<40
__________________________________________________________________

the breakout is run on 2800 stocks.
