By the way, only one market maker is required to submit this form. Once it is submitted other MM's can "piggy-back" on the initial submission.<<

Sounds like this should not be a problem in that case. Once we have the audit from D and T, at least one MM should have no problem certifying, since the sudit will supply a reasonable basis for believing that the information is accurate and the sources reliable.
