I don't understand something. I thought that NSOL had exclusive rights to the .com registration. However the statement says:

This Shared Registration System ("SRS") Accreditation Application is made by the undersigned to become accredited by the Internet Corporation for Assigned Names and Numbers ("ICANN") as a registrar of - level domain names ("SLDs") in the .com, .net, and .org top-level domains ("TLDs").

That sounds like the ICAAN is going to control who gets to hold what part of the .com database and they will spread it out among numerous businesses.

I'm really confused on this. Somebody explain to me who is going to be in charge of the .com database (the only one that will make money). If a thousand businesses sign up to be .com controllers, how is it all coordinated? Is there a master db at ICANN that everyone references to make sure duplicate .com domains are not assigned? If so, why not just have ICANN run everything since they will effectively be doing that anyway?
