I tried a call several months ago - it was choppy and not terribly pleasant but this will change with improvements in networking technology. IP stands for Internet Protocol - it's the technical standard used for communicating over the Internet. VOIP stands for Voice-Over-Internet-Protocol - the ability to transmit voice over IP.
