Philip, I have been wondering the same things. Why don't we try to draft some guidelines/discuss it here - maybe somebody will see this thd and get the hint that clarification should be made for the everyday, non broker non promoter, non dealer, non market maker, etc OR is there no rule. I doubt any of my positions would "move" a stock. Materiality, is the issue, I think. Possibly a ratio of your position relative to one's typical pos'ns. Possibly a ratio to the market cap of a stock? Obviously, uses some ratios like that, it would be evident who the "big" or "bigger" guys are.
