e.spire Appoints Qwest Executive Wayne M. Charity Senior Vice President
and Chief Information Officer

Promotes Albert Ng to Senior Vice President of Engineering

ANNAPOLIS JUNCTION, Md., March 15 /PRNewswire/ -- e.spire Communications, Inc. (Nasdaq: ESPI - news) today announced the appointment of Wayne
M.Charity to the position of Senior Vice President and Chief Information Officer. As CIO, Charity will be responsible for contributing to the development and
implementation of integrated solutions for e.spire's information systems, including provisioning, billing, sales and marketing, finance and engineering. In addition, he will
oversee e.spire's internal network and the completion of the company's Y2K efforts.

Charity joins e.spire with nearly 25 years of telecommunications and IT experience. Prior to joining e.spire, Charity served as Vice President of Customer Fulfillment for
Qwest where he led the company's service order fulfillment organization, which provided process management for order entry, switched/toll free/local services
provisioning, and calling card activation across all business units. Before the Qwest/LCI merger, Charity reported to the President of Local Service Division providing
technical and operational support for the deployment of LCI local telephone services and products. Prior to joining LCI, Charity held senior-level technical positions with
several long distance companies and telecommunications consulting firms.

Albert Ng, e.spire's Vice President of Data Network Planning, has been promoted to Senior Vice President of Engineering, responsible for all engineering functions
related to e.spire's local networks and its national ATM network. Ng joined e.spire in April 1997 after holding several engineering management positions at MCI. Prior to
joining MCI, Ng spent seven years with Nortel and Bell Canada.
