I am currently taking an MBA level investment class, and thought the professor had mentioned that short sales by insiders was illegal.
I was at work when I got your reply, so I couldn't verify. However, I have verified that it is indeed illegal so the statement you made would have to be false. Otherwise, the insiders who shorted the stock would have been busted by the SEC. I don't know where you heard this, but there is no way it is true.
