The 3600, 2600, 3810 and 5300 are all voice transport products to which you would attach an existing voice system (e.g. PBX, Key System). The IP LAN based phone system that is referenced is related to the recent Selsius acquisition.

Cisco already has several products (3600 series, as5300 ...) that lets you do this. I read an article that memtioned several companies using Cisco's products to this end (Burlington Coat Factory among others).
