The BH6 can run at various memory (front side) bus speeds.
The Celeron is clock-locked to the front-side bus;
you are running that at 83.5 mhz. The PCI (and AGP)
busses can run at a settable multiple of the FSB.
I don't recall the details, so I may have indicated
an impossible multiple setting one way or the other;
but the possibilities are 1/3 (used for 100 mhz FSB)
or 1/2 (used for 66mhz FSB). Either way, it's
a sure bet you're over or under clocking the PCI bus
at 83.5mhz, whichever of 1/2 or 1/3 multiplier is
in effect.
