Level 2: smaller trade sizes - how /why does a bid or ask size NOT change when a trade goes through at one of the respective levels?

eg. ask size of say 3,000 and two buys of 500 come in - ask size doesn't even flutter. Obviously, 3,000 was not the true ask size

eg. same as above where 100 is the size, and orders totalling say 5,000 shares hit the ask and the ask size still shows 100

Something not right with Level 2
