SFE is relatively unique in that way. TMO (thermo electron) is a similar incubator company, but I don't think they spin off rights offerings. Nor do the Johnny-come-latelys like CMGI (a late-come to the venture game at least)

Typical SFE rights offerings are for $5. Recent IPOs have had mixed results, but none have been internet companies. I'm not sure Who Vision is really an internet company either, but ICG clearly is and SFE has stakes in several others. They have a complicated web of direct and indirect ownership -- they own pieces of half a dozen other venture funds which also invest in the same stocks SFE does.
