Mike: I do not have anymore my May 1996 Semi. Inter., if you happen to have it, I believe the same article you refer to was also quoting the advances in the dielectrics including some silicon oxyfluorides, some carbon based fluoropolymers including 3M THV family of flurocarbon films and they were prettu close to the 2 level in dielectric constant. Another important factor by the way, are dielectric losses at higher frequency, but from PMAT announcement i cannot find the nature of the material inquestionnor any of its other relevant properties.
