You need to read the this from Macweek:

Note the paragraph that states "Apple said a study showed that the government of India's most populous state, Uttar Pradesh, would spend about $1 billion in two years on computers and peripherals if Hindi-based computing was possible. Apple said there are no comparable products for Windows or DOS."

Apple to ship software for Indian language
users

Apple next month will ship software for several East Indian languages.
The Indian Language Kit will let users enter, edit and print text and
graphics in eight Indian tongues, including Hindi, Gujarati, Punjabi and Sanskrit.

Apple said a study showed that the government of India's most populous state, Uttar Pradesh, would spend about $1 billion in two years on
computers and peripherals if Hindi-based computing was possible.
Apple said there are no comparable products for Windows or DOS.

The $199 software will be distributed by Claris Corp. and will include
three fonts and the Hindi Learning Stack 1.0, a Devanagari alphabet program. The kit will also let users view and create Indian language-based Web sites and QuickTime movies.
