......."Based on the sheer force of being this close to 10,000 and all the money that has to come in before April 15, we'll do 10,300 or 10,400 on the Dow," said Scott Bleier, chief investment strategist at Prime Charter Ltd. "At that point, the narrowness of the market is going to take hold and lead us back to test the breakout at 9,600."

In December, Bleier had correctly called for the Dow to hit 10,000 sometime in the first quarter. He likes telecommunications equipment stocks.

"As far as the telecom bandwidth buildout goes, all of these telecom equipment companies will be acquired," he said. "The Global Crossing-Frontier deal is really just the first one. I think Metromedia Fiber Network and Quest Communicaitons will also be taken over."
