Why don't any accounting rules, FASB promulgations or SEC disclosure requirements discuss float?

Why isn't the float Total Outstanding less restricted less 144 shares?

Does float change every day? Week? Month?

Is their really any correlation between volume, price, implied volatility and float?

Is this a trick question?

One of the most popular games in pennies is to broadcast that a company has low float. That draws in investors who think the smallest amount of buying will drive up the price. And it is likely the price has already been driven up and the new shareholder pays top dollar.

Then the company begins dumping shares on a Reg D 504 financing (up to $1 million dollars per year without disclosure) to raise money. Or insiders and promoters start dumping the shares they got on the cheap. And the price drops faster than a rock. And the float has just doubled and nobody knows it.

And while the dumping is going on the hype says hold because when buyers come in with the low float the price will skyrocket.

And the float is completely unquantifiable.

Float is shares available for the public. At at the right price (determined by changing business conditions) does float = outstanding?
