As a favor for a friend I am posting the following correspondence:

Digitcom was very "chatty" about our activities a year ago, sending out
news releases at every stage of a negotiation, ets. We found that that
approach raised expectations, which is fine, but these expectations were
not balanced by realistic notions as to how long it takes to hammer out
in detail the carrier agreements, arrange the finacing, and engineer
network connections all to bring up our international operations.

It has been the case since last summer that certain brokers and market
makers have used the company's new discretion over "news" and the fact
that we're a non-reporting company to short our shares and manipulate
the price down--as you've seen. Their ability to do this will end soon
as a result of pro-active measures the company is taking, and with the
move to full reporting status we expect to execute this summer.

I'm sorry we haven't been able to share more with you and our other
shareholders as we've prepared these actions and operational
arrangements. I hope and expect that there will be announcements from
the company in the coming weeks that will make it all seem worthwhile to
you.
