You say that Symantec is 1/6th or 1/7th the size of Network Associates.

Not even close.

Symantec sales are more than half those of Network Associates.

In fact, Symantec's sales for the latest quarter were $165M, while sales for NETA were (apparently) around $272M, making Symantec's sales about 60 percent of those of NETA.

Furthermore, NETA stock is still extremely expensive compared to Symantec's.

For example, Symantec has a market cap of less than $850M while NETA has a market cap of about $3.3B.

So NETA trades for 4 times more than Symantec while having sales that are less than twice as much.

If NETA comes in line with SYMC in terms of price to sales, NETA would need to fall to around $12 a share.

And Symantec has a much more reasonable DSO at around 35, while NETA's is more than twice as much.

I will agree that if they would stop their price war that both companies would be worth a lot more.
