Is there some sort of international monitoring agency? Rory, there is no international monitoring agency since only OPEC has quotas. OPEC has internal monitoring procedures but they really have no enforcement function. Any cutbacks by individual OPEC nations are really voluntary. OPEC cooperation only occurs when each participating country believes it is in the own best interest to cooperate. IMO, that is the only reason for the current spirit of cooperation. John
