deregulation has occurred in finance and then it was supposed to occur in telecom--looks like it is happening. if they cut taxes and continue to deregulate--we are off to the races.

ADR REPORT- Telecom ADRs rise on possible pact

NEW YORK, March 19 (Reuters) - Shares of British Telecommunications Plc (quote from Yahoo! UK & Ireland: BT.L)(NYSE:BTY - news) and other telecom American Depositary Receipts rose Friday on a report that BT and AT&T (NYSE:T - news) had begun negotiations to buy a combined 30 percent stake in Japan Telecom Co Ltd .

The companies declined comment on the Nihon Keizai Shimbun report.

''The whole telecom sector is doing pretty well today,'' one trader said.

Local Japan issues and ADRs rose on the report and a stronger yen, traders said.

''(The news report) is fueling expectations of further investment by foreigners in the Japanese telecom sector,'' another trader said.

Shares of British Telecom, one of leaders on the net gainers board, rose 3-9/16 to 165-3/16
