Nokia is already a licensee of Qualcomm's IP.
qualcomm.com
and look under subscriber equipment.

As for the reason why Nokia decided to license (and work with) IDC, I do not know the answer to that question.

I also recall that Qualcomm has some sort of agreement with IDC....
