brian:

There are several press releases Qualcomm has issued stating (to be blunt), that if the ETSI does not incorporate CDMA2000 to the proposed WCDMA standard that we (meaning Qualcomm) will not license CDMA2000 to anyone.

I know about that CDMA2000 license to the Joint Venture of Lucent and Phillips (the JV has subsequently been sold to Motorolla), but I think the CDMA2000 license came about in a settlement negotiation between Phillips and Qualcomm.

The main issue (and the topic of Maurice's rants) is that Qualcomm is not going to license the IP pertaining to CDMA2000 as long as WCDMA is not backwards compatible to IS-95.

Although most people have disagreed with me on the Qualcomm thread, I think that if you poll them now, most would agree with that paragraph.
