No, I was in Victoria the whole time, the fines were an effective threat to those who kept their gas on in spite of requests not to.... It was EXTREMELY annoying but life continued to function quite smoothly. Your posts gave a much more dire impression than the actual experience...it was a hassle, that's all...I really have nothing to add beyond my firsthand experience.
