I don't want to oversimplify the mineralization problem, but it is important to note that soils and crops can tolerate different mineral contents. Introducing salt and mineral tolerance into crops genetically will become increasingly important in the future. One of the major problems is mineral buildup and soil degradation from improperly drained irrigation, especially from irrigation by hard waters.
As to potable water, on a recent trip across the U.S. I recalled how variable and really bad tasting urban water supplies still are and appreciated why so many already buy bottled water. There is a real difference between "safe" water and potable water and not all of the so-called safe water is consistently safe because of defects (low pressure, leaks, deposits) in the pipes.
